The owners and operators of commercial trucks weighing over 4,500 kgs. are required to register in what is known as a Commercial Vehicle Operator's Registration (CVOR) licensing and may be charged separately, in addition to the charges brought against a driver, for violations of the Highway Traffic Act, R.S.O. 1990, c.
